The primary function of regulating signage is to promote the general welfare and public interests of the community, including consideration of public safety, consistency with the comprehensive plan, aesthetic compatibility, and economic vitality.

Sidewalk Signs in the Downtown Area

Obstructions in the Right-of-Way

Having realized that the opportunity to advertise merchandise along the exterior
of each storefront is a desire of the businesses located in the downtown area,
Bloomsburg Town Council has set forth the following regulations to achieve the
goals of the downtown merchants and to maintain safe passage for passersby.
The following words, when used in this part, shall have the meanings ascribed to
them in this section, except in those instances where the context clearly indicates
otherwise.

East St., from Seventh St. to Main (Second) St, Main St. from East St. to West St., and all cross streets extending generally perpendicular to
Main St., within the same distance, for a distance of 225’ or one block, whichever is greater.

The NOZ shall be an area that begins at the curb line and extends, perpendicular to the curb, for six feet (6’). The zone shall run parallel with the curb for the distance from lot line to lot line in front of all parcels located in the Downtown Area. There shall be no obstructions within the NOZ.

Obstructions shall include, but not be limited to merchandise, advertisements, signage, tables, chairs, benches, pottery, and the like. An obstruction, however, shall not include: trees, waste/ recycling bins, parking meters, signage, street lighting, fixtures, benches, pottery, and other similar items
installed, placed, or approved by consent of The Bloomsburg Town Council and/ or The Pennsylvania Department of Transportation.

A paved portion of the public right-of-way is maintained for pedestrian traffic.

No trees, shrubbery, or other growth shall hereafter be planted, public utility poles erected or relocated within the street lines and no steps, cellar doors, railings, areaways, posts, pipes, guards, lights, porches, awnings, stands, signs, tanks, pumps, merchandise or other objects shall be constructed or placed within or permitted to encroach over or into the street limits of any street in the Town of Bloomsburg unless the permission of the Town Council shall have been received. Such permission may be granted upon written application on a form or forms provided by and made to the Zoning Officer of the Code Enforcement Officer and approved by either one.

All owners of property abutting on the streets of the Town shall, upon receipt of 60 days’ notice, in writing, from the Town Secretary thereof, repair, trim, cut down, and/or remove any or all trees, shrubbery or other growth, steps, cellar doors, railings, areaways, posts, pipes, guards, lights, porches, awnings, stands, signs, tanks, pumps, merchandise or other objects, growing or located within the street line or encroaching over the street lines and upon failure to do so, the same shall be done by the Town authorities and the costs thereof collected from the property owner or owners by legal action, if necessary, or by the entry of a municipal lien.

1. The owner or owners of all lots fronting or abutting upon any public street shall maintain in good repair and condition sidewalks and curbs in accordance with the standards and requirements set forth in this Part so that the sidewalks and curbs are reasonably safe.

2. The ground between the property lines and sidewalk lines and between the sidewalk lines and curbs in front of or alongside of all properties abutting on the streets in the Town of Bloomsburg shall be well-graded and sodded.
