Do you live in or near a floodplain and would like to learn about flood proofing actions you can take to reduce flood risk and decrease flood damages?
This is your chance to learn about different types of flood proofing techniques from the U.S. Army Corps of Engineers National Nonstructural Committee. The flood proofing discussion will include topics such as elevating buildings, wet and dry flood proofing buildings, and relocation/acquisition. Federal and state agency representatives will be on hand to discuss grant programs that may be available to property owners to reduce their flood risk, as well as other floodplain management topics, such as the National Flood Insurance Program and Community Rating System.

The admin/finance committee meeting that was originally scheduled for Wednesday, August 8, 2018 at 10:00am will be held on Tuesday, August 7, 2018 at 9:00am and the public works committee meeting that was originally scheduled for Wednesday, August 8, 2018 at 3:15pm will be held on Wednesday, August 1, 2018 at 3:15pm.
****************BLOOMSBURG UNIVERSITY STUDENTS*******************
Any Bloomsburg University student who is a first responder (including fire fighters, fire police, police, EMT, constables, 911 call center operators, etc.) can sign up for CLE 211 First Responder. CLE stands for “Co-Curricular Learning Experience”, which recognizes that learning occurs many places, not just a classroom. Completion of the requirements of CLE 211 will earn each student one general education point in Goal 10 – Citizenship. There are three requirements: completion of their professional training, 40 hours of responding to calls, and a poster or oral presentation to share their experience with the community. Students can meet with Dr. Toni Bell (faculty advisor) for the CLE to make sure everything is going correctly and to get help with their project. There is no regular class meeting.
The CLE is 0 credits and does not add to their course load. No extra tuition to fees will be charged for this class. Students may repeat the CLE for 2 GEPs. The CLE will run fall and spring semesters. (if a need is expressed by students, summer semesters will be added.)

The Town of Bloomsburg, the only incorporated town in Pennsylvania, is located 40 miles southwest of Wilks-Barre, Pennsylvania. It has a total of 4.7 square miles and is home to more than 14,000 people. Along the Town, runs the mighty Susquehanna River. The Town of Bloomsburg has become unwillingly familiar with the river due to countless flooding events. As far back as 1902, the town has been recording the levels of flood water that have majorly impacted the town. In 2011 when Tropical Storm Lee caused flooding that reached record high levels of 32.75 feet and it turned the town upside down. This heart wrenching event caused an estimated $100 million dollars in damages to the town’s people. People lost priceless valuables such as pictures, jewelry and other sentimental items that can never be replaced. Homes were washed off their foundations. Vehicles were damaged beyond repair. The iconic Bloomsburg Fair was cancelled for the first time in history. Local business Autoneum, sustained over $60 million in damages. Since the historic flood of 2011, Bloomsburg Town officials have been working diligently to create measures that can prevent that amount of damage again. The Town of Bloomsburg has been working with SEDA-COG to build a floodwall around the outside of town to prevent floodwaters from entering the town. Over 100 homes, 30 businesses, the Bloomsburg’s Fire Department, the Bloomsburg’s Public Works Department, and the Bloomsburg Area Middle and High Schools will all be served by this project. The anticipated cost to fund this project is $17 million. The Town of Bloomsburg will be using $10.2 million of Community Development Block Grant Disaster Recovery funds to pay for the project’s costs. Bloomsburg Area Middle and High School will
The Town of Bloomsburg participates in the National Flood Insurance Program developed by the Federal Emergency Management Agency (FEMA). Bloomsburg became part of the Community Rating System (CRS) in 1993.
What is CRS? — The Community Rating System is a voluntary program for National Flood Insurance Program (NFIP) participating communities. The goals of the CRS are to reduce flood damages to insurable property, strengthen and support the insurance aspects of the NFIP, and encourage a comprehensive approach to floodplain management.
Bloomsburg is one of only 29 communities in Pennsylvania currently active in the CRS program. Bloomsburg’s community identification number is 420339. This identification is important, as it allows any insurance agent that sells federally backed flood insurance policies to automatically apply a discount to the policy.
How does this benefit Town residents? — The Communities classification is based upon the credit points calculation. Currently, the Town of Bloomsburg is a Class 8 in the CRS program, which provides a 5% flood insurance policy discount to anyone in the Town and specifically, all policies for properties that are in the Special Flood Hazard Area (SFHA), receive a 10% premium discount. This applies to only NFIP policies, not private insurance policies.

The Bloomsburg Community Garden, located along Ferry Road across from the Bloomsburg Municipal Airport, is a collaborative green space providing its participants, who may not have suitable yards of their own, a place to grow fresh produce, flowers, and other plants. This group of local gardeners tends individually assigned plots and shares in the maintenance of the site. This year plots are available in 2 different sizes, Small plots (10×24) are $10.00 for the whole season, and large plots (20×24) are $20.00 for the whole season. The garden land is owned by the Town of Bloomsburg, which gave permission for its use as a garden in 2006. A Garden Committee, made up of member-gardeners, carries out all necessary operations. The Garden Committee strives to educate members and the community at large, foster appreciation for the benefits of gardening, and to promote the Bloomsburg Community Garden as a unique resource for organic and sustainable gardening through workshops, publications, and social activities. Picture this, you take a trip to your local grocery store to buy food. What do you buy? Do you buy fresh fruits and vegetables? Or, chicken or beef? Milk and eggs? These items and many more are products of farming. Scientists can trace the act of farming all the way back to 9000 B.C. Farming can produce a large amount of product, which is usually sold to grocery stores around the nation. Farming can also be produced on a smaller scale, which are usually grown for families and local farmers markets. There are thousands of farmers markets all across America, including our downtown Bloomsburg. Annually, from the end of May to the end of October, vendors such as Ponduce Farms, Cramer’s Valley View Growers, Stillwater Canning Company, and many others, sell their home grown and homemade products in our Market Square. Bloomsburg residents and visitors from other towns come to the Bloomsburg Farmers Market to purchase fresh products such as fruits, vegetables, baked goods, fresh meat, eggs, and other farmed products. This year the Bloomsburg Farmers Market will be open on every Tuesday, Thursday and Saturday from 7:00 A.M. to 1:00 P.M. Opening day is May 26th and will run until October 30th. Make sure you stop by to support your local farmers.

Flood insurance is never a fun topic, especially for many of us along the Susquehanna river. Did you know that all residents in the Town of Bloomsburg can save money on flood insurance premiums regardless of what insurance agent sells the policy?Know what is covered in your flood insurance policy. Most mortgage holders only require structural coverage for loans. Regular home owner’s insurance does not coverage flooding. Want to know if your property is in the floodplain Check out the links below for current map and a look at the pending FEMA map changes.

There are two types of coverage. Mortgage companies only require structural coverage. STRUCTURAL coverage covers everything that stays with a house when it is sold including the furnace, cabinets, built in appliances and wall to wall carpeting. CONTENTS coverage covers furniture and other personal possessions except for money/valuable papers and the like.
ANYONE CAN PURCHASE FLOOD INSURANCE — RENTERS CAN BUY CONTENTS COVERAGE EVEN IF THE OWNER DOES NOT BUY STRUCTURAL COVERAGE.
