SEDA-Council of Governments (SEDA-COG) has negotiated a group price for engineering/survey services to complete and issue FEMA Elevation Certificates to interested homeowners.
The National Flood Insurance Program has gone through significant changes with the 2012 Biggert-Waters Flood Insurance Reform Act and the 2014 Homeowner Flood Insurance Affordability Act. These reforms mean that policy holders with subsidized pre-FIRM or grandfathered rates may see premium rate increases until FEMA deems that the flood insurance cost is based on the true flood risk to that property.
An elevation certificate determines the true flood risk and can often reduce the cost of your flood insurance by determining the proper flood insurance premium rate for the building, allowing an insurance company to better assess the risk (your home) being insured.

Information and hints for class (helpful but certainly not all encompassing):
—life guards are rare at most venues and participants must assume their own personal risk in the pool and never expect a life guard to be “on duty”. (Bloomsburg Town Pool does have life guards.)
–participants are encouraged to position themselves in water depth that is generally about chest height
—participants determine the intensity of their Aqua Zumba® workout by controlling their own ROM (range of motion), speed, and how much water they move with their hands, arms and legs. This allows participants with a wide range of fitness skills to participate in the same class
—participants should be in a bathing suit that is supportive and will allow one to “let loose” with their moves and maximize their workout. Water shoes are optional but certainly permissible. Remember a towel and sunscreen (for outdoor venues).

A housing rehabilitation effort has been expanded from Bloomsburg flood-prone properties to the entire town. Bloomsburg homeowners who meet income and other qualifications can apply to receive up to $35,000 in home repairs from a $1 million HOME grant administered by the Town of Bloomsburg and SEDA-Council of Governments Housing Program. The expanded area will now help disperse the remaining funds of the $1 million grant.
Bloomsburg Town Council recently voted to expand the range of the Owner-Occupied Housing Rehabilitation Program to include the entire town, though it had previously focused only on owner-occupied homes affected by Tropical Storm Lee in 2011. Priority will continue to be given to homes in designated areas affected by that storm.
Program work most commonly done includes roof repair, electrical upgrading, heat system repair or replacement, and other essential and code-related work.
Income qualifications apply. For example, the maximum income for a two-person family is $38,550, and $48,150 for a family of four. Awarded homeowners must continue to live in the property for five years.

The program area was expanded because funding limitations attached to the original $1 million HOME grant did not allow for raising of homes above the flood level, so a new grant (not yet awarded) was applied for that would allow for the elevation of such homes.

The Town of Bloomsburg has recently created a Food Truck Pilot Program. There are three permits as part of this pilot program. These permitted locations are located at three municipally owned public lots within Downtown Bloomsburg.
Two permits have already been issued to vendors as part of this pilot program and will soon be occupying these spaces. These vendors include Nannycakes who will be selling a variety of bakery items and SAC Lunches who will be selling a variety of lunch items. Nannycakes will be located in the Diner Lot and SAC Lunches will be located in the Pine Avenue Lot.
One food truck permit is still available for purchase which is located in the Hoppes Lot and interested parties should contact the Bloomsburg Codes Department at 570-784-7123 ext. 122 for more information. These permits will run until the end of this calendar year and the pilot program will be under review at that time.
At their December 14, 2015 meeting, Town Council approved extending the pilot program to June 30, 2016.
The SEDA-COG Metropolitan Planning Organization (MPO) is the official transportation planning organization for eight (8) Central Pennsylvania Counties (Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder, Union), as designated by the Commonwealth of Pennsylvania on March 27, 2013. Prior to that date, the counties identified above were part of the SEDA-COG Rural Planning Organization (RPO). The 2010 decennial Census resulted in a new urbanized area (UZA) determination that required the formation of an MPO for the affected Bloomsburg-Berwick UZA; local and state parties agreed to make the MPO coverage contain the entirety of the 8 counties listed above.
The SEDA-COG MPO operates via an agreement with PennDOT to approve studies and capital improvements for highways, bridges, transit, railroads, bicycle/pedestrian facilities, and other transportation concerns. Three primary documents are developed and approved by the MPO: the region’s Transportation Improvement Program (TIP), Long Range Transportation Plan (LRTP), and annual Unified Planning Work Program (UPWP). In executing its work, the MPO strives to help provide a balanced transportation system for the maximum benefit of people, businesses, and communities in the region.
Consistent with its bylaws, the SEDA-COG MPO’s governing body consists of 17 voting members: one representative from each of the eight member counties (typically the county planning director); three representatives from PennDOT (Engineering District 2-0, Engineering District 3-0, and Central Office); one representative from transit; one representative from multi-modal interests; one representative from the SEDA-COG Board; one representative from SEDA-COG’s Transportation Program; one representative from the largest municipality (by population) in the Bloomsburg-Berwick UZA; and one representative from the 2nd largest municipality (by population) in the Bloomsburg-Berwick UZA . In addition to the 17 voting members, the MPO includes non-voting members. Such non-voting members receive MPO reports and agendas and may participate in MPO discussions. If you live in Bloomsburg and your home was damaged in floods resulting from Tropical Storm Lee, funds are available to help with repairs. The Town has received $1 million in federal HOME funds, and homeowners may be eligible for up to $25,000 in no-interest loans. Property owners may also qualify for an additional $10,000 to reduce hazards related to lead-based paint.
According to Bloomsburg Town Administrator William Lowthert, who is overseeing the rehabilitation program, “The goal is to reduce future flood damage. Homeowners can flood proof their property, move utilities from harm’s way, and take other measures to help reduce their home’s susceptibility to flooding.”
Applicants for rehabilitation funds must document property damage sustained in 2011’s flood, and cannot receive funds to make repairs for which they already received funds. Such “duplication of benefits” is not permitted.
Lowthert estimates there are sufficient funds to rehabilitate 16-20 homes, and several homeowners have shown interest in the program. In the coming weeks they will be asked to submit formal applications and the Town, with help from SEDA-COG, will provide assistance with the application process. SEDA-COG rehabilitation specialists will complete home inspections before repairs are undertaken.
After specific repairs are identified and approved by the homeowner, SEDA-COG will pursue bids for the work from private contractors. SEDA-COG assisted the Town in securing funds for the program and is also providing administrative assistance.
